After an earthquake, casualties are triaged — red tags go to surgery first. Disaster triage (reverse of routine — greatest good for greatest number): red (immediate — salvageable, urgent), yellow (delayed — stable), green (walking wounded), black (dead/expectant) — tags sort chaos into order. Phases — preparedness (drills, stockpiles), response (search-rescue, triage, field hospitals), recovery (rehab, surveillance — epidemics post-disaster), mitigation (building codes). The tag is the decision — color sorts survival.
