During COVID-19, countries reported cases under IHR — WHO declared the PHEIC. International Health Regulations (legally binding — report outbreaks that may spread internationally; WHO declares PHEIC — public health emergency of international concern): the framework that turned national outbreaks into global responses — travel advisories, coordinated research, vaccine equity debates (COVAX). WHO (norms — ICD, essential medicines; emergencies; data) + UNICEF (children — vaccines, nutrition) + financing (World Bank, GAVI — vaccines, Global Fund — AIDS/TB/malaria). Global health is shared biology — germs ignore borders, so systems must cross them.
